In the UK, the law around private renting (from a landlord) vs council renting (from the government), maintenance and prevention laws will differ. 

There is some prevention maintenance that is required from you, if you are a private tenant. However if the mould is growing from a part of the property that has structural damage (ie. a leak) your landlord is legally required to resolve this.
